Which directory for the config.log? There isn't one in libiberty.
Perhaps it is finding the NSIG or sys_siglist 
declaration that HPUX provides, and assuming that is the case for
that target as well.

Shouldn't it be possible to try to compile a test program like 

static int sys_nsig = NSIG;

and see if it fails compilation?
