Egcs as cross-compiler for VxWorks 68K target?

In theory, yes you can do this.
However, setting up NT hosted tools isn't quite as simple as Unix tools,
and setting up a cross compiler is a little more complicated than setting
up a native compiler.
I don't know your exact situation, but you might want to try and tackle
one problem at a time. For example, first get familiar with building
cross compilers on unix, then start looking at NT.
Or try the opposite -- get a native compiler working on NT first, then
try to get a cross compiler for the 68360 build.
