Inconsistance in snapshots repository

I'm not sure.  The documentation on the exact behavior of -r with
tag/rtag was unclear when I looked at the documentation.

My (rather quick) reading of the docs led me to believe that
command would:

  Tag all the head revision for all files containing the tag
  egcs_ss_YYYYMMDD.

But it's possible I mis-understood -- this was one of the things 
I'd planned to experiment with.
