wrong compiler on NCR system (i486-ncr-sysv4.3.03)

egcs-970917/config/mh-ncr3000 forces CC = /usr/ccs/ATT/cc, claiming
that the default compiler is unsuitable.  I think this is no longer
true -- the bugs seem to have been fixed in recent updates.  But even
if the default compiler has bugs the system I am using does not have
/usr/ccs/ATT/cc installed.  configure should ignore the alternate
compiler definition if the compiler it selects does not exist.
