updated g++ FAQ

There is an update of the g++ FAQ on ftp.cygnus.com in
/incoming/faq_971214.tgz (with a Makefile to make the HTML 
form).  It was also posted to gnu.g++.help and comp.lang.c++ 
today.

Jason (crash), could you update the version in
http://www.cygnus.com/misc/ , please?

It's a quick hack job to add some egcs information (since I
suddenly realized that my cron job would post it today), but 
undoubtedly will need more work -- comments welcome.
