[addrmodes] Stop using MODE_BASE_REG_REG_CLASS/REGNO_MODE_OK_FOR_REG_BASE_P

As the subject says.  The sole user was ARM but addresses.h tells us 
that we can test instead for the INDEX_CODE to be REG.
