gcc and binutils target is diffrent

I just want to ask if itis possible to build a binutils with TARGET=i686-elf
together with a GCC with TARGET=arc(or some new target) ?
I am getting empty string for AS_FOR_TARGET and LD_FOR_TARGET in gcc/as file
ORIGINAL_AS_FOR_TARGET=""
ORIGINAL_LD_FOR_TARGET=""
