set SHORT_TYPE_SIZE to 8

Hi,
correct me if I am wrong, I am doing a port for a new cup arch and I have
set the short type to 8-bit, however as shown below gcc still treat it as
16-bit (HI) ...
I set short type to 8-bit by:
#define SHORT_TYPE_SIZE 8
