installing a gcc-gnu c compiler

I am overwhelmed by the documentation. I want to install a C, C++ 
compiler system.  I have downloaded and upacked the file below.

gcc-4.6.3.tar.bz2

My environment is Microsoft windows seven

After unpacking the files the only executable files (com, exe, dll) that 
I see are:

configure.com and make_VMS.com

When I try to run either one of these I get a message that they are not 
compatible with the version of windows I am running and that I need a 32 
or 64 bit version.

What am I missing?
