gcc can't find libgcc_s.so.1

I think I've figured it out.  For any one else who might be interested, set 
BOOT_LDFLAGS to the same value as LDFLAGS:

     gmake \
          LDFLAGS="-Wl,--rpath -Wl,${GCCRUNLIBDIR}" \
          BOOT_LDFLAGS="-Wl,--rpath -Wl,${GCCRUNLIBDIR}" \
          bootstrap
