problem install gcc2.95.3 on solaris2.8

in the directory /usr/local/gcc-2.95.3 i did the
following step:

#./configure --host=sparc-sun-solaris2.8
Created "Makefile" in /usr/local/gcc-2.95.3 using
"mh-frag"
/usr/ucb/cc:language optional software packege not
installed
*** The command 'cc -o conftest -g conftest.c' failed.
*** You must set the enviroment variable CC to a
working compiler.

i'm not understand the error message. how to created
makefile using mh-frag? does cc package not install in
my computer. How to set the enviroment variable CC to
a working compiler. Please somebody help me.
