Actually, it has one, sort of. You can send messages with your proposals to the
comp.std.c++ list, many members of the committee read that list. In fact, many
people are not happy with the time_get and time_put facets and it's very likely
that in the next standard, C++0x, will be very different, could even disappear
completely, because not many people are using those facilities and most are
open coding functions dealing with dates anyway.
