[Bug middle-end/17973] [4.0 Regression] tree dumps are cluttered and mixed with RTL dumps

It only happens with -fdump-tree-all-all, which currently segfaults for me
independently of this bug.  Anyway thanks for reminding me.

Will attach a patch.
