[Bug middle-end/17973] [4.0 Regression] tree dumps are cluttered and mixed with RTL dumps

Paolo, this happened since your patch to unify RTL and tree dump 
infrastructure. Would you kindly have a look at this as quickly as possible? 
Many developers complained about the current state of affairs.
