What you want to do is just not possible: you can only specialize the
inner template for a fully specialized outer template. It doesn't work
the other way round. See 14.7.3/18.
Apart from that, unless you have a good reason, please don't just reopen
bug reports that we have already closed. Most of the time we are actually
right, and just because you don't like the way the standard is written is
not sufficient proof that gcc is actually wrong in rejecting your program.
