[Bug bootstrap/13655] ranlib is needed on HP-UX 11.11 - error in mh-unix

Sorry, this is not an error of mh-unix, HP doesn't need ranlib!
In my case I used a non-standard ar and I don't know this
at the time I opened this bug. So I would like to cancel this
bug.
