fortran/6138: Incorrect access of integer*1 variables on PA

I have determined that the above test passes on hppa1.1-hp-hpux10.20
when compiled with g77 3.0.3.  Thus, I believe that the failure is
a regression and needs fixing for the release of 3.1.
