I have no idea what you folks mean by your comment:
You have only configured the gcc subdirectory.  You must configure and
build the top-level directory, so that libiberty is configured and
built.

I followed the directions for downloading gcc-3.0.
I followed the directions for configuring gcc.
I followed the directions for building gcc.

I have a gcc-3.0 directory tree with all the source from the tar file.
I made a objdir that was not in the gcc-3.0 tree.

I have been building gcc for at least 15 years, on vms, solaris, sunos,
ultrix, linux, and more.
I have submitted many bug reports and some code fixes. I have compiled
gcc starting with 1.4.
I have built gcc over 100 times successfully.

I say again, ***there is something wrong with the documented
procedure***.
I am sure I am doing something wrong, but I have no idea what 'configure
and build the
top-level direcroty' means.
