GCC 3.0 branch: boehm-gc does not work on s390-linux

I would suggest to disable gcj completely on the branch, there's simply
too many parts that don't work yet.  It doesn't make much sense IMO to
have a partially working gcj in the release -- this will just confuse
people.

However, I'm not familiar enough with the top-level configury to decide
what's the best way to disable gcj;  do you have a suggestion?
