GCC 3.0 branch: boehm-gc does not work on s390-linux

We should disable gcj on the 3.0 branch for S390 in the same way that
we have for lots of other platforms.  Please contact Alexandre Oliva
for the preferred method for doing this; any patch he approves is
pre-approved for the branch.
