web/830: gnatsweb creates PRs with bogus version information

Hacking cgi-bin/gnatsweb.pl in our wwwdocs module would be a great
and self-contained task for a volunteer.

We already have
  Our preferred way of receiving bugs is via our GNATS bug reporting
  system
at the top of that page, but I will also emphasize that later on.

Once I have made those updates to the web pages, I will set this PR to
analyzed or suspended. (In the future, please do not specify more than
one issue in one PR.)
