Cannot build libstdc++-v3 on irix

Embarrassingly, my problems building libstdc++ were due to some missing
include files in my cvs tree.  Fixed by "cvs update -d"

Current snapshot builds but c++ tests fail as the libstdc++-v3 test script
mkcheck requires bash
