cpp problem found by imake

For quite some time now, 4.4BSD-derived systems have shipped with a
shell script that emulates the old Reiser CPP.  I've attached it
separately for reference.

I think I've missed the beginning of this discussion, but perhaps this
can be a step towards solving the problem.
