cpp problem found by imake

I feel strongly that there must be a mode which is imake-compatible.
It can be slow, it can be non-conforming, and it can be accessed only
via an environment variable.  If necessary, we can resurrect cccp.c
for this purpose, ugly though that would be.

But, I think there must be a way to get a preprocessor that works with
imake.  In fact, I think that preprocessor should be called `cpp'
without switches.

I know this is a pain in the neck.  It's just that there's too much
software out there that depends on these things.
