Dunno.  This is the stuff I know the least about.

Well, I'd look into why we can't do something like libio/libstdc++.  They
seem to have resolved this problem.  I'd prefer not to change the multilib
stuff except as a last resort.

I think libiberty handles config.sub and probably INSTALL.
