Guide to Building Gfortran

Hi all,

I have started a draft of the subject guide on the wiki.

I do plan on describing the use of the contrib/download_prerequisites script in 
there. I am going to try to cover all bases.

I am trying to write for the somewhat uninitiated. Of course ideas/suggestions 
welcome.
