I think there has been some files being moved from gcc to libgcc. I have been 
bitten myself (header not found) by a patch by Rainer Orth a couple of weeks 
ago.

As it seems you started with a clean build directory, I see no reason why the 
Makefile wouldn't be generated properly.
It works fine here (revision 177953).
