While I agree with Steve that the whole chain is ludicrous, I actually 
went digging: g95.texi was created in 2003 and later renamed to 
gfortran.texi.  There were modifications every single year (of course!). 
  I checked on sourceforge (where it started as part of gcc-g95): the 
file said copyright 1999-2003 when it was first created (first version 
here: 
<http://gcc-g95.cvs.sourceforge.net/viewvc/gcc-g95/gcc-g95/gcc/f95/g95.texi?revision=1.1&view=markup>)

Here's to hope that this information is sufficient for someone who 
understands the FSF's policies to cook up a patch.
