old but current libiberty/strsignal vs. cygwin

I was unable to compile (er, link) libguile I think, some unresolved symbol, something related to libtool.
If I installed the libguile package I could build autogen.
I haven't tried running autogen but at least it built.

Maybe to do with libtool 1.x vs 2.x.
