old but current libiberty/strsignal vs. cygwin

If you are trying the latest version of autogen and a current version of 
Cygwin, I believe the problem is that the version of libguile that comes 
with autogen is broken; I don't really know the details, but apparently 
its been compiled incorrectly.

If you manually compile and install the latest libguile (into 
/usr/local/src for instance), the autogen compile should work and 
generate a working autogen.
