[patch, libgomp.fortran/testuite] fix uninstalled check problem on darwin8

this is partial rubbish.
libgomp is not being built with TLS emulation on darwin (for all the
same reasons)
perhaps the patch at the bottom is still appropriate (at least
consistency would be achieved)?
and we will have to find a general solution to exposing the emutls
support on darwin.
