This looks like it's working. gfortran testsuite is up to 14000 PASSes with no FAIL yet. libgfortran build died once, completed OK the 2nd time I typed make.  Typical Windows hide and seek with environment variables, I guess.  We once had a Microsoft rep tell us it's a known bug, won't be fixed because it has more impact on cygwin users than others.  So I should learn to go back and type make in libgfortran in case of such questions.
