New version. Changes:
Move VALUE check to resolve.c and disallow character(len > 1) only for C
interoperable dummy arguments.
I added now also a test case for this (value_5).
Other than that it purely merges Paul's VALUE patch.
All: Is the wording of the error message clear in resolve.c?
Is the length check for length == 1 correct in resolve.c?
Steve et all: Ok for check in?
I also need someone to review the PR30783 fix of the trunk.
I just bootstrapped & regression tested the patch
(x86_64-unknown-linux-gnu).
No failures accept the old gfortran.dg/c_kind_params.f90 errors.
