[Fortran-Experiments, merge-patch] Merge VALUE from trunk

Hi,

I intent to commit the following patch (bootstrapped, make
check-gfortran) to Fortran-Experiments.

This patch is the backport (~/projects/svnmerge.py merge -r 119461 +
manual editing) of Paul's VALUE patch  to the Fortran-Experiments
branch; I'm reasonably sure that I included/deleted everything
correctly, but I won't rule out that I have overlooked something (esp.
deleting something from Chris' implementation).

I didn't delete Chris' value testcases.

PS: I furthermore intent to "~/projects/svnmerge.py merge" to the
current SVN  trunk version in the next days.

PPS: Hopefully, we have Bind(c) soon in the trunk. What is the current
plan for this?
