PRs 28971 and 28993

I think that PR28809 should be reworked - the ICE is reported against 
4.0.2.  However, gfc is failing to give a diagnostic for the need to 
provide an interface to the assumed shape function; it joins the 
increasing list of PRs associated with non-contained but same file 
procedures.
