There are currently 109 regressions against trunk (aka 4.2).
Mark Mitchell stated that he wanted the regressions down
below 100 before branching.  He sent that email a few weeks
ago when there were on the order of 165 regressions.  I 
can't find any newer info in the mail archive, so I guess
the answer is Really Soon Now.
