I didn't understand whether the patch is meant to permit running 
testsuite with --disable-libgomp without getting libgomp errors, or to 
permit building with libgomp enabled.  Nor do I think it likely that 
anyone would pay attention to a PR, particularly since each person keeps 
their ideas about configure options and special patches to themselves.
