make check-fortran option

Hi all,

I was wondering.  Is there a way we can have check-fortran only do a compile and 
execute without all the different optimization variations to speed up the test 
cycle for doing quick checks of new patches during devlopment?

If we could have an environment variable to set that would disable all the tests 
for development cycles, then we can check that patches are not regressing more 
quickly.

This would not be the default, but only if we set it in the envoronment or 
something.

Any thoughts?  Does someone know how to do this?
