[Patch, fortran] PR24223 and PR24705 - character related problems.

:ADDPATCH fortran:

This patch fixes PR24223 and  PR24705.  The first concerns an ICE that 
occurred when character substrings were equivalenced and the second an 
ICE when internal functions return an assumed length result.

I could not immediately see the constraint on the second problem in the 
draft standard - however, Intel, DEC and g95 all signal the same error.

Bubblestrapped and regtested on Athlon/FC3.  OK for mainline and 4.0?

***PR15809 is currently the only survivor in the character meta-bug, 
PR19276. ***
