Belated patch to gfortran 4.0

As you will see, I just committed to 4.0 , belatedly, the character 
related patches already committed to 4.1.  The reason for the delay was 
a failure of one of the testsuite cases when I first patched 4.0.  It 
turned out that this was due to the need to synchronise my patches with 
those of Tobi; the required attributes were not getting through to 
character function results.

I will deal with Bugzilla tonight.

PS Dang it - I have just seen that the commit date is wrong in the 
Changelogs.  I will deal with that as well.
