[v3] update c++0x library status

Subject: [v3] update c++0x library status

Adds a status page for library c++0x work, and makes a preliminary
pass at status. This is yet another table style, sorry. My intention is
to convert the TR1 status to this, and then re-write 1998/2003.

Updates to GPL3 mangled the validation a bit: this restores a validated
document. I had to use GPL 2.0 style markup instead of some existing of
GPL 3.0 metadata. 

I intend to redo the other two status files, then regenerate the html.
Then check this in (modulo differences in random support) into
gcc-4_4-branch.
