No, I don't think an explicit rule is necessary. I'm against creeping
rule-itis. In general, giving people time to comment is a good thing,
however. I would ask you to allow us time to comment on future patches,
even without an explicit rule.

Please don't think that the test infrastructure is just some minor thing
that nobody cares about.
