The problem (I think) is that this minimal set is stock 2.13 plus some extra
patches, right? So we shouldn't be using stock 2.13 autoconf/autoheader,
but the next version up is 2.50 and that's not yet ready for prime time.[*]
For automake/libtool, however, this minimal set is now too old.

The autoconf situation looks to be hopeless; we can't standardize on
intermediate versions because they didn't change the version number,
and it's too soon to require 2.5x.
I propose standardizing on automake 1.4-p5 as a start.
