PATCH: document that FastJar is not part of GCC

Jim already mentioned that we need to make it much more clear which
parts of what we have in CVS (and ship with snapshots and releases)
are actually part of GCC, and which are not.

The patch below is the first of three that I'm going to commit to
mainline and the 3.3 branch.  It was requested by RMS, who also
approved the exact wording used.

This is only a first step; I believe Jim wants to address this in
more detail, and comments and further suggestions surely are welcome.
