It's GIMPLE, defined mainly in gimple.def, gimple.h, and gimple.c.

I don't understand how you can separate this things. Given a
GIMPLE_COND statement, you can certainly look at the condition and the
two goto statements. You may want to look at tree-ssa-ifcombine.c.
