Yes, this phenomenon has been given a name, by Parkinson of Parkinson's law fame: "bike shed".

Actually I don't think Parkinson uses this term. He states a similar principle as:

* THE LAW OF TRIVIALITY: The time spent on any item of a committee's agenda will be in inverse proportion to the sum of money involved.
