Is this a parallel make problem? Should I report this to the bug
tracker? If so, what information should I send in, and for which run,
java tests run or java tests not run?
Sorry for the possibly stupid question: are you using make -k? If not,
the parallel make might or might not decide to run the Java tests
depending on whether some other recursive "make check" has failed.
