We might also consider something like (I hope the meaning is obvious):

   -fcool-template-processing=cautious
   -fcool-template-processing=aggressive

The compiler could default to "cautious", thus avoiding some of those bugs encountered by EDG; for people who perform complex template gynastics, "aggressive" might not work, but "cautious" would.
