For some reason this PR does not show up when you query Ada bugs with
bugzilla...

Looks like the root of the problem is that the bootstrap compiler is not
good enough to compile some files. What does ACT use as bootstrap
compiler under Tru64?

(I have no Tru64 access so I can't do much.)
