I didn't fully understand this, so let me paraphrase your
requirement: you wish to build GCC on Linux so that the
built GCC runs on Windows and creates executables for your
embedded platform, right?
If yes, this is known as a "Canadian Cross":

You might want to refer to the CrossGCC FAQ:

It's not very difficult provided someone has
already ported binutils/GCC to your embedded target,
crossed or native. Otherwise, you'll have to carry
out *that* first.
